Permanent Impairment Payments Under MRCA: Everything Veterans Need to Know

Published

If you have suffered a permanent impairment due to your ADF service after 30 June 2004, you may be eligible for compensation under the Military Rehabilitation and Compensation Act (MRCA). This guide answers the most common questions about permanent impairment payments under the MRCA to help you understand your entitlements.

How DVA determines impairment and compensation (GARP M)

The Department of Veterans’ Affairs (DVA) evaluates service-related conditions for the DVA permanent impairment process using the Guide to Determining Impairment and Compensation (GARP M). It steps veterans through eligibility, calculation, payment options, and appeals.

The two main elements of assessment are:

  • Medical impairment – using GARP M to rate impairment points based on physical loss or disturbance and functional loss of body systems.
  • Lifestyle effects – assessing how the accepted conditions affect your daily life (mobility, relationships, recreation, employment), with a separate rating (typically 0-7) that combines with impairment points to determine your entitlement.

Together, these ratings determine whether you qualify (minimum 10 impairment points under MRCA) and how much you may receive.
